7. Developing strong proposals
Guidance on indicators for emergency shelter programming has been developed for the following types of shelter programmes:
- Emergency or temporary shelter
- Household NFIs
- Direct support to recovery and build back safer
- Technical assistance to self recovery and build back safer
- Housing, land and property rights
- Access to safe settlements and services
- Cross cutting indicators for all types of shelter programmes
To be really useful in monitoring, evaluation and project management, indicators must be a balanced combination between qualitative and quantitative and fall into four broad categories:
- Indicators of outcomes (mainly qualitative indicators to measure the effectiveness of the programme objectives)
- Indicators of project outputs (quantitative indicators of what has been delivered or done in the programme)
- Indicators of programme objectives (quantitative indicators to measure the effectiveness of the programme activities – for example: area of covered space)
- Indicators of satisfaction and quality (measurable through post distribution monitoring and evaluation to assess whether the assistance given is timely, appropriate, relevant and in line with beneficiaries’ priorities).
